Walmart Coupon Policy and Price Match Policy Changes

Walmart Coupon Policy Changes I heart the mart
There have been a couple of small changes to the Walmart Coupon Policy, I don’t think they are going to make any huge difference but they may cause a little confusion. In a way that only Walmart and an attorney can do they have added  some vagueness that is sure to confuse some under trained cashiers.

I have highlighted the changes that I can pick out so you can see them. There are three changes that I think are going to cause some issues

  • We have the ability to limit the number of identical coupons and the number of coupons for the same item per transaction.
  • Item purchased must be identical to the coupon (size, quantity, brand, flavor, color, etc).
  • The system will prompt for supervisor verification for:
    • 4 or more like coupons per transaction.
    • A coupon of $5 and over.
    • $50 or more in coupons in one transaction.
    • Coupons totaling a percentage (%) off of the total sale.

I completely understand why Walmart has made some of these changes, but I wish they would have been more clear. The “we have the ability to limit” change is going to be read by some as “I have the ability to limit if I think this is too good of a deal” It was put in to deter shelf clearing but will undoubtedly hurt large families, but all in all not the end of the world.

The items purchased must be identical to the coupon is going to renew the timeless battle of what is written or what is pictured on the coupon. This was put in for all the people that believe if a coupon scans it is ok to use it, even they know it is for the wrong item. This one I can see being a pretty ugly battle for some. Be nice……. really, be nice.

All of the changes in the “system will prompt for a supervisor verification” are going to be interpreted by some as “if it beeps it means no”

Overall, Walmart is trying to limit coupon fraud and shelf clearing which I totally get and support. For the love of all that is good and holy could you please add a little clarity AND something that says you may ad match and use a coupon!!!!!!!

I think the positive to take away is that I think it is safe to say that they are not getting rid of Price Matching and moving on to just the Savings Catcher if they are making changes to the existing policy.

With that, let’s move on to the Walmart Ad Match Policy. There are only two changes that I saw and they are simply things that define or specify a little more and shouldn’t really affect anyone.

  • In all situations Walmart reserves the right to limit BOGO quantities to one per customer or household
  • A specific price that omits a specific characteristic of an item (Example: $9.50 on “all sizes or quantities” of an assortment)

We gladly accept the following types of coupons*

  • Print-at-home internet coupons
    • Must be legible
    • Must have “Manufacturer Coupon” printed on them
    • Must have a valid remit address for the manufacturer
    • Must have a valid expiration date
    • Must have a scannable bar code
    • Buy one, get one free (BOGO) coupons with a specified price
    • Are acceptable in black and white or color
    • May not be duplicated
  • Manufacturers’ coupons
    • For dollar/cents off
    • We honor the manufacturer limitations 
    • For free items (except those printed off the Internet)
    • Buy one, get one free (BOGO) coupons
    • Must have “Manufacturer Coupon” printed on them
    • Must have a valid remit address for the manufacturer
    • Must have a valid expiration date
    • Must have a scannable bar code
    • May not be duplicated
  • Competitors’ coupons
    • A specific item for a specified price, for example, $2.99
    • Buy one get one free (BOGO) coupons for items with a specified price
    • Have a valid expiration date
    • Are acceptable in black & white or color
    • May not be duplicated
  • Soft drink container caps
  • Checkout coupons (“Catalinas”)
    • Printed at our competitors’ registers for dollar/cents off on a specific item
    • Must have “Manufacturer Coupon” with specific item requirements printed on them
    • Must have a valid remit address for the manufacturer
    • Must have a valid expiration date
    • Must have a scannable bar code
    • Are acceptable in black & white or color
    • May not be duplicated

We do not accept the following coupons:

  • Checkout coupons
    • Dollars/cents or percentage off the entire basket purchase
  • Print-at-home Internet coupons that require no purchase
  • Competitors’ coupons
    • Dollars/cents off at a specific retailer
    • Percentage off
    • Buy one, get one free (BOGO) coupons without a specified price
    • Double- or triple-value coupons

*The following are guidelines and limitations:

  • We only accept coupons for merchandise that we sell.
  • Coupons must be presented at the time of purchase.
  • Only one coupon per item.
  • We have the ability to limit the number of identical coupons and the number of coupons for the same item per transaction.
  • Item purchased must be identical to the coupon (size, quantity, brand, flavor, color, etc).
  • Coupons must have an expiration date and be presented within the valid dates.
  • If coupon value exceeds the price of the item, the excess may be given to the customer as cash or applied toward the basket purchase.
  • In all situations, we reserve the right to limit purchase quantities to typical retail purchase quantities or one-per-customer or household and to exclude dealers.
  • Store Managers have the final decision in taking care of the customer.
  • SNAP items purchased in a SNAP transaction are ineligible for cash back.
  • WIC items purchased in a WIC transaction are applied to the basket purchase and may not be eligible for cash back. Refer to state-specific WIC guidelines.
  • The system will prompt for supervisor verification for:

Walmart Ad Match Policy

  • Competitors’ ads that feature a specific item for a specified price
  • Preferred shopping card prices for specific items that are in a printed ad
  • For fresh produce and meat items when the price is offered in the same unit type (lb. for lb.; each for each)

*The following are guidelines and limitations:

  • We will match any local competitor’s advertised price.
  • We do not require customers to have the ad with them to honor a competitor’s ad.
  • Items purchased must be identical to the ad (size, quantity, brand, flavor, color, etc.). No substitutions
  • In all situations Walmart reserves the right to limit BOGO quantities to one per customer or household

We do not match the price in the following types of competitor ads:

  • Items that require a separate purchase to get the ad price
    • example: “Buy [item A] to get [item B] for $C”
  • Items with no actual price that require a purchase to get free product
    • example: “Buy both [items A & B] to get [item C] for free”
  • Items that require a purchase to get a competitors’ gift card
    • example: “Buy [item A] to get a $B gift card
  • Buy one, get one free (BOGO) ads with no actual price given
  • Going out of business or closeout prices
  • Percentage off
    • example: “All mascara, 40% off”
  • Competitors’ private label price promotions
  • A specific price that omits a specific characteristic of an item (Example: $9.50 on “all sizes or quantities” of an assortment) 

We do not honor:

  • Ads when the actual price for items cannot be determined
  • Internet pricing
  • Misprinted ad prices of other retailers
  • “Going out of business” sales or “closeout” prices

Walmart Layaway Program Details 2013 Starts Today! It must be Holiday Season

The 2013 Walmart Layaway Program (2015 Walmart Layaway Program has started – grab the info here!)for the Holiday Season starts today and I have some really exciting news for you. I think it is awesome! There are some key changes that make it a no brainer for this Holiday Season.

Walmart has announced that they have eliminated the fees for Layaway this year! My favorite part about the layaway program is that it is backed by ad match! Yes Walmart will price match during the holiday season just like normal, including black friday deals(not eligible for Layaway, I just wanted to let you know they would be doing it). They will be time sensitive and items much match exactly. If there are any changes I will update you as I get it.

Here is how it works to Get Started:

No opening fee!
Down payment – $10 or 10%, whichever is greater

RULES:
Minimums: Individual items must be $15 or greater, total purchase must be $50 or greater

Terms: Layaway begins September 13.
Final payment and pickup must be made on or before December 13 at the same store layaway was initiated.

Cancellation: If account is cancelled, items will be returned to inventory. Down payments made will be refunded, less a $10 cancellation fee.

Returns: Walmart Returns policy applies to all layaway transactions.

Pickup & Pay:
Location: Layaway is initiated and picked up at the Walmart.com Service Desk. Payments can be made at any register.

Timing: Some layaway items may be stored at a location other than where the layaway account was opened. All items stored remotely will be available for pickup within 10 days of paying the balance due, but no later than 12/13/2013.

**UPDATE** New Walmart Coupon Policy Change 2012

I shared with you a couple of weeks ago that as of September 1, Walmart made some changes to their internal coupon policy and to the register systems. I have since had a few managers send me a copy of the full memo that I thought you guys might find helpful and interesting. I can’t share the whole thing, but  the meat of what I think is important is the frequently asked questions memo below. Click to See Walmart Coupon Policy & Walmart Price Match Policy.

The Q& A’s that I find most valuable are questions 5,6 & 8.

I have made some changes to my initial impressions based on the full memo. 

Walmart Coupon Policy Changes:

1. All Walmart Register systems were updated to accept the GS1 Date bar Codes that most coupons have switched to and all eventually will go to. According to the memo it will take until Oct for All registers to be updated.

2. All coupons are supposed to be scanned on the flatbed scanners, the handheld scanners are not updated and therefore it is “recommended” that there use is discontinued. This means that a store manager can allow the handheld scanners to be used but I wouldn’t expect it for sure.

3. The coupon must scan (not a new change) . Cashiers/CSM’s or Managers should not override or manually enter coupons.(YMMV)

4. If a coupon does not scan they are instructed to return the coupon to you. This applies to Printable Coupons and newspaper insert coupons.

Here are a few major reasons for these changes:

1. Coupon Fraud- My local Walmart took a hit of over $6,000.00 in August of fraudulent/counterfeit coupon. The highest month they had exceeded over $20,000 and are consistently over $10,000. The average dollar amount of coupon fraud per Walmart location has been as high as $10,00 per month. This number doesn’t seem like a huge number for a store that does millions of dollars in sales, but this number comes right off of the profit margin. There are nearly 4,000 Walmart Stores in the US, if you take the number of stores by the average amount of fraud the numbers get as high as $40,000,000 per month.

2.Employee Coupon Fraud- There have been several stories about massive scale coupon fraud being perpetrated on Walmart stores by there own employees.

3. Coupon Bar Decoding- Yes, another form of coupon fraud. The old bar codes had a lot of info that could be deciphered and used on products that they were not intended for. The new GS1 bar codes will eliminate that.

How Does This Affect You?

1. I am looking at this as a very positive change overall. I know a lot of people have viewed this as a negative, but here is me thinking. The decisions have been taken out of cashiers hands, the computer knows all and determines all. If the coupons scan they take it, if not they don’t. If you have a Walmart that knows you and likes you they still have the ability to override but it does have to be done by a member of management.

2. All Printable Coupons should be printed at the highest quality, it doesn’t have to be color but it should be the best quality available.

3. This will hopefully severely reduce the amount of fraud and eventually lead to the return of higher value coupons.

I think there are going to be some growing pains in the fusion between the GS1 Databar and the systems that accept them. One would hope that all of the kinks would have been worked out prior to their launch, but I also realize that the absurd amount of coupon fraud led to some knee jerk reactions.

I know that many people are going to have similar knee jerk reactions in who they will blame for the changes. The number one scape goat will be TLC’s Extreme Couponing. We were on Extreme Couponing with one of the biggest culprits of Coupon Fraud/ Bar Decoders in the industry. I do think that TLC is culpable in as much as they didn’t screen the people or the process nearly well enough. I can also be sure that there isn’t enough info on the show for people to be able to figure it out. The people that deciphered the fraud and explained it step by step have just as much responsibility as anyone. The bottom line is that guns don’t kill people, people kill people. Coupon Fraud is the same, people make their own choices an unfortunately we all have to live with them.

New Walmart Coupon Policy Change: Sept 1, 2012

As of September 1 Walmart has made some changes to their internal coupon policy and to the register systems. I will tell you about what the changes are and why. I will also tell you about what to expect and what you can do to avoid problems. You will not see any changes to the Public Walmart Coupon Policy, the changes are more procedural and clarifying then they are a change in policy.

Walmart Coupon Policy Changes:

Walmart Layaway Program 2012 Holiday Season

The 2012 Walmart Layaway Program for the Holiday Season has been announced and I have some really exciting news for you. I think it is awesome! There are some key changes that make it a no brainer for this Holiday Season.

I was trying to get some clarification on the Walmart Price Match Policy for the 2012 Holiday season and it looks like it will remain the same. Ads will be matched throughout the holiday season just like normal, including black friday deals(not eligible for Layaway). They will be time sensitive and items much match exactly. If there are any changes I will update you as I get it.

Here are the key changes to the policy that I think make it great:

  • They have expanded the list of eligible categories: It including small home appliances and select sporting goods such as basketball goals, trampolines and large exercise equipment. Customers can also use layaway for a broad selection of electronics, toys and jewelry.
  • Early layaway access for shoppers who like their local Walmart store on Facebook. Customers simply need to sign up on their local Walmart Facebook page beginning August 28 to be able to start their layaway two days early on Sept. 14.  That means you will have a full 90 days for layaway this year instead of 60!
  • A full refund of the layaway open fee ($5) (was $15) given on a Walmart gift card for customers who make their final payment.

Here is the what the process, fees and requirements are:

  • A down payment of 10 percent or $10, whichever is greater, is required and is applied to the purchase.
  • Individual items must be priced $15 or more, and the total layaway purchase must be at least $50.
  • If the order is cancelled or not paid in full, the open fee is not refunded; however, no additional cancellation fee will be charged.

Breakdown:

The biggest down side that I think people will have an issue with is that they upped the open fee from $5.00 last year to $15.00. The part that is WAY better is that you get it ALL back when you make your final Layaway payment in the form of a Walmart Gift Card.
