Some states have dairy laws: This is all that I know or understand about it! The Dairy Promotion Law was enacted in May, 1984 to regulate and protect dairy farmers according to what I have read. It was to protect small dairy farmers from being put out of business by large corporations and milk importers from foreign countries. Coupons were not something that a local dairy could afford to participate in. A manufacturer may produce coupons that are non-specific for a milk product such as buy x get free milk with approval. Corporations that purchase from a cross section of U.S. dairys to produce by-products such as cheese, cottage cheese, etc. may submit for approval to produce coupons for their products as they are supporting the non-specific dairy industry.
